Upphandlingen avser utveckling för chefer och medarbetare inom Stockholms stad. Med utvecklingsinsatser för chefer och medarbetare avses kompetenshöjande insatser för grupper, såsom, exempelvis, ledarutvecklingsprogram, traineeprogram, medarbetarprogram med flera. Det kan även innebära enstaka föreläsningar och/eller workshops. Leverantören ska kunna genomföra kartläggningar i instrumentet Lead forward för grupper av chefer (minst två personer) som deltar i insatser och program. Målgruppen utgörs av chefer och medarbetare i Stockholms stad.
